The Planning Commission, at its discretion, may limit the number of meetings for public hearings on petitions for zoning reclassification to two per year; provided, however, that when deemed in the public interest, the Planning Commission, on its own motion or at the request of council, may initiate zoning reclassification hearings at any time during the year in accordance with the procedures set forth in this title.
