This chapter is adopted pursuant to RCW 43.21C.120, the State Environmental Policy Act (SEPA), RCW Chapter 43.21C, WAC 197-11-904, and the SEPA rules set forth in WAC Chapter 197-11, all as currently existing and as may be hereafter amended.
