Development activities to be undertaken on lands which contain Environmentally Sensitive Areas as designated in WMC Chapter 16.10 are not exempt from the provisions of the State Environmental Policy Act and or the provisions of this chapter regardless of whether the proposed activity could be categorically exempt under WMC Sections 16.04.120 and or WMC 16.04.710.
