Town of Woodway Annexes Point Wells

On Monday, May 20, 2024, the Town Council for the Town of Woodway approved Ordinance 2024-657, annexing into the Town the unincorporated area of Snohomish County commonly known as Point Wells. The annexation follows decades of planning and analysis, and an 18-month public process.

At a well-attended meeting, Council heard from both proponents and opponents to the annexation.  Council recognized the risks associated with annexing property with such a complex history.  However, in the end, four of the five Council members identified local control as the most significant factor in their decision to proceed with the annexation.

“With the ever-increasing demands for housing and services, it’s important that we have the lead role in determining how to meet those needs while preserving the quality of life that our residents enjoy,” said Council Member Elizabeth Mitchell.

For over a century, Point Wells has operated as an industrial site.  With a large pier and direct access to rail lines, it has been a convenient terminal for asphalt and petroleum product distribution.  In 2010, Snohomish County granted a request by the property owner, BSRE Point Wells LP, to change the zoning for the property from industrial to mixed use.  The County’s zoning and the plans for the site were subject to over a decade of litigation.  In the end, Point Wells today remains an industrial site that is zoned for mixed-use development.  However, current County (and now Town) zoning has significantly reduced the scale of any potential new residential development at the site.

There is a recognition by all parties that redevelopment will be a complex task, with diverse interests, including those of the property owner.  BSRE provided the following statement, reflecting what has been a constructive conversation related to annexation and in anticipation of a positive working relationship with the Town.

“We congratulate the Town of Woodway on its annexation of Point Wells and welcome a productive collaboration for the benefit of the property, Woodway and its residents.”

After this momentous decision, Mayor Mike Quinn stated that he looks forward to working with the Council, Town staff, our governmental partners and BSRE to build on the Town’s reputation as a great place to live. “We have much work to do that will involve a lot of coordination, community input and long-term strategic planning to ensure that we get this right for future generations.  I believe we have a great team to pull this all together and to build a stronger, more vibrant, and sustainable community.”
